Purpose of the Role
- To provide efficient and effective reception support services to the National Treasury employees and visitors.
Qualification/s Requirements
- A minimum Grade 12 is required; and
- Knowledge in reception, switchboard operation and office administration.
Key Performance Areas
Reception Services:
- Receive telephone calls, messages and direct them to the relevant stakeholders;
- Welcome, receive and direct clients to the offices of the meetings and provide relevant information when required;
- Operate office equipment and photocopiers and liaise with internal and external stakeholders; and
- Maintain and oversee the utilisation of visitor register.
Render an effective Reception Services:
- Monitor and control the movement of employees, visitors and contractors on the floor;
- Confirm host availability before directing visitors to the required floor and escort visitors to the waiting rooms;
- Notify relevant staff members of their guests’ arrival and monitor guests’ whereabouts while they are on the premises;
- Answer telephone calls related to meetings, guests on the floor and visitors in the building; and
- Record staff members’ whereabouts, arrivals and departures when required.
Escorting of Visitors:
- Escort visitors to consultation or conference rooms;
- Notify security at the main reception once visits are completed;
- Approach unauthorised persons found on the floor and request security assistance where necessary; and
- Ensure that visitors do not access restricted workstations or areas.
Maintain Reception Area:
- Maintain a clean and orderly reception area at all times;
- Receive and acknowledge correspondence;
- Manage and monitor the electronic booking system;
- Answer, screen and direct telephone calls;
- Support Floor Representatives during emergency situations; and
- Arrange and provide refreshments for meetings.

Purpose of the Role
- To draft and scrutinise fiscal and intergovernmental legislation and support its legislative processes, to comment on draft legislation impacting on fiscal and intergovernmental legislation and to advise on interpretation of fiscal, intergovernmental, accounting and procurement related legislation.

Qualification/s Requirements
- A Grade 12 is required coupled with a minimum LLB Degree (equivalent to NQF level 8);
- LLM (equivalent to NQF level 9) degree and certificate/s on legislative drafting courses will be an added advantage;
- A minimum 5 years’ experience at a middle managerial level (Deputy Director) obtained in a legal environment;
- Knowledge and experience in legislative drafting, constitutional and administrative law; and statutory interpretation;
- Knowledge of fiscal and intergovernmental legislation and budget processes;
- Experience in the Executive’s and Parliament’s processes for considering draft legislation; and
- Successful completion of the Nyukela Public Service Senior Management Leadership Programme as endorsed by the National School of Government available as an online course on https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, prior to finalisation of an appointment.
Key Performance Areas
Drafting and Processing of Fiscal, Intergovernmental, Accounting and Procurement Related Legislation:
- Provide guidance on legislative processes and participate in policy processes that may require legislation;
- Draft Bills, Scrutinise draft Bills prepared by line units or entities of National Treasury;
- Assist internal stakeholders with legal aspects of socio-economic impact assessments of draft Bills;
- Prepare documentation for the processing of draft Bills, namely to the Minister, Directors-General Clusters, Cabinet and Parliament, and support the processing of draft Bills; and
- Prepare legal instruments required for the commencement of Acts.
Comment on Draft Bills relating to Fiscal, Intergovernmental, Accounting & Procurement Related Legislation:
- Provide inputs on draft Bills initiated by other national departments submitted to the National Treasury before the Directors-General Clusters and Cabinet processes;
- Provide input on draft Bills submitted to Directors-General Clusters and Cabinet, by identifying provisions that may impact on the National Treasury or legislation administered by the Minister of Finance; and
- Provide inputs on Bills in Parliament, introduced by other Ministers or Members of Parliament;
Drafting and Scrutiny of Subordinate Fiscal, Intergovernmental, Accounting and Procurement Related Legislation:
- Draft regulations and other legal instruments to be made by the Minister of Finance with supporting documentation required for the promulgation of the legal instruments;
- Scrutinise draft regulations and other legal instruments, prepared by line units or entities of National Treasury, to be made by the Minister of Finance with supporting documentation required for the promulgation of the legal instruments; and
- Provide or co-ordinate inputs on draft regulations and other legal instruments initiated by other national departments submitted to the National Treasury before promulgation.
Review of Fiscal, Intergovernmental, Accounting and Procurement Related Legislation:
- Audit legislation for technical alignment and adherence to best practice and other primary legislation of the National Treasury; and
- Assess legislative requirements against government’s policy objectives and initiate reviews of legislation.
Interpretation of Fiscal, Intergovernmental, Accounting & Procurement Related Legislation:
- Advise internal stakeholders on the interpretation of legislation.

Purpose of the Role
- To manage the Regularity Audit plan for NT, ASB, IRBA and GTAC in accordance with the planned regularity audit methodology.

Qualification/s Requirements
- A Grade 12 is required coupled with a minimum National Diploma (equivalent to NQF level 6) or Bachelor’s degree (equivalent to NQF level 7) in Internal Auditing or Risk Management or Accounting;
- A minimum of 4 years of which 2 years should be at an Assistant Director level or equivalent obtained in the internal audit environment;
- Knowledge of Internal Audit Methodologies, Fundamentals and Principles; and
- A certification as a Certified Internal Auditor (CIA) will be an added advantage.
Key Performance Areas
Strategic leadership and stakeholder management:
- Contribute to raising awareness of the Internal Audit division with specific emphasis on Regularity Audit through stakeholder engagement;
- Execute plans and guidelines to ensure completion of strategic and operational activities;
- Liaise, co-coordinate, establish and maintain good relations with stakeholders on audit related matters; and
- Contribute towards initiatives or recommendations by the Audit Committee.
Audit Process-Risk assessment, audit plan, assurance and advisory services:
- Manage all Regularity audits and perform quality assurance;
- Contribute to the review of the annual risk assessment;
- Contribute to the development and alignment of the 3 year rolling audit plan and detailed annual regularity audit plan based on the strategic and operational risks;
- Provide advice and guidance on Regularity Audits to be conducted and propose solutions for challenging technical related problems;
- Ensure completion of all regularity audits as well as the findings register, Initial quality assurance of all regularity audit reports before submission; and
- Providing feedback and clarification to the client relating to Regularity audit reports, control and technology related matters.
Resource management:
- Manage and develop Regularity Audit resources to ensure effective and efficient delivery and overall achievement of Regularity Audit objectives;
- Develop the training plan for Regularity Audit; and
- Perform resource allocation and priorities across regularity audit projects.
Process improvements and research:
- Keep abreast of global trends, new developments in the Regularity audit;
- Identify areas for improvement to ensure a sustainable Audit Strategy;and
- Regularity Audit Methodology and Resource Plan to ensure continuity of Regularity audit services.
Management reporting:
- Manage the Regularity Audit reporting processes;
- Present Regularity Audit reports to clients; and
- Provide feedback on the progress against the approved Regularity Audit plan.
