    Manager: IT Risks & Controls

    Role Clarification & Key Performance Areas

    The University of the Western Cape (UWC) seeks to appoint an experienced Information & Technology Risk Manager in its Information and Communication Services (ICS) Department.

    The University has set itself exciting and challenging goals in its Institutional Operating Plan (IOP), which rely heavily on ICT's to deliver integrated solutions that enable and support its Academic and Research programs, and its Administrative and Professional Services departments.

    This permanent position, will report to the Deputy Director: ICT GRC and will play a pivotal role in maturing the University's IT Risk Management functional domain and capabilities in the areas of: IT Risk Identification; IT Risk Assessment; IT Risk Response & Mitigation; IT Risk and Control Monitoring & Reporting.

    This is a demanding but very stimulating role, which requires an experienced individual with the appropriate breadth and depth of business and technical skills and competencies.

    Key Performance Areas:
    IT Risk Identification

    • Identify and classify potential threats and vulnerabilities to the University's people, information, processes and technology to enable IT risk analysis,
    • Develop a comprehensive set of IT risk scenarios, and identify accountable stakeholders, based on available information to determine the potential impact to business objectives and operations,
    • Maintain the IT risk register to help ensure that identified IT risk scenarios are accounted for and incorporated into the institutional risk profile,
    • Identify risk appetite and tolerance defined by senior leadership and key stakeholders to ensure alignment with business objectives,

    IT Risk Assessment

    • Analyse risk scenarios based on institutional criteria (e.g. business processes, technology etc.) to determine the likelihood and impact of an identified risk,
    • Identify the current state of existing controls and evaluate their effectiveness for IT risk mitigation,
    • Review the results of risk and control analysis to assess any gaps between current and desired states of the IT risk environment,
    • Ensure that risk ownership is assigned at the appropriate level to establish clear lines of accountability,
    • Communicate the results of risk assessments to senior management and appropriate stakeholders to enable risk-based decision making.

    IT Risk Response & Mitigation

    • Consult with risk owners to select and align recommended risk responses with business objectives and enable informed risk decisions.
    • Assist risk owners, where needed, with the development of risk action plans
    • Consult on the design and implementation or adjustment of mitigating controls to ensure that the risk is managed to an acceptable level.
    • Maintain the IT Risk and Control Matrix.
    • Assist control owners in developing control procedures and documentation to enable efficient and effective control execution.
    • Validate that risk responses have been executed according to the risk action - plans.
    • Collaborate in the development of a risk awareness program to promote a risk­ aware culture and facilitate risk training.

    IT Risk and Control Monitoring & Reporting

    • Define and establish key risk indicators (KRls) and thresholds based on available data, to enable monitoring of changes in risk.
    • Monitor and analyse key risk indicators (KRls) to identify changes or trends in the IT risk profile.
    • Facilitate the identification and monitoring of metrics and key performance indicators (KPls) to enable the measurement of risk control performance across relevant IT domains (e.g. data management; SDLC; project & program management; IT service continuity & disaster recovery; IT operations management).
    • Report on the performance of, changes to, or trends in the overall IT risk profile and control environment to management and relevant stakeholders to enable decision making. 

    IT audit Co-ordinate engagements 

    • The Manager: IT Risk & Controls position is the coordinator and point of contact for audits to ensure that the IT audit process is efficient from the planning of the audit fieldwork and request for evidence collection, through to the tracking, trending and reporting of all IT audit items to relevant stakeholders and committees to enable decision making.
    • This role requires the successful candidate to work closely with internal and external auditors, institutional senior stakeholders and external parties to consult and advise on audit scope, remediation and strategic items related to the IT audit and control environment.

    Minimum Requirements

    Minimum Requirements: Qualification, Skills and Experience
    Below are the essential requirements for interested candidates to be short-listed:

    • A Bachelor's degree in Information Systems, or an equivalent NQF-7 accredited qualification,
    • An accredited, internationally recognised IT Risk Management certification,
    • IT Service Management experience - incident and problem management,
    • 3 - 5 Years' experience in an enterprise IT environment,
    • A minimum of 3 years' relevant IT Risk Management and/or IT audit experience in an enterprise environment,
    • Proficiency in legal, regulatory, standards, governance and other compliance requirements pertaining to IT Risk Management and a higher education environment (e.g. COBIT, ISO2700x, ISO31000,           COSO, NIST, CIS, POPIA, GDPR etc.),
    • Good experiential knowledge and understanding of an enterprise business systems architecture (including data centre; server environment; storage network; databases; operating systems; applications; WAN & LAN networks),
    • Advanced proficiency in MS Office (MS Word, Excel, Power Point),
    • Excellent English Communication skills (verbal and written),
    • Excellent report-writing skills,
    • Strong facilitation and inter-personal skills,
    • Strong business acumen.

    Preferred Requirements: Qualification, Skills and Experience

    • Below are the preferred requirements that would be advantageous to candidates, but are not essential:
    • The international CRISC (Certified in Risk and Information Systems Control) certification,
    • An accredited certification in Problem Management (e.g. Kepner Tregoe or related ITIL intermediate course),
    • COBIT-5 certification in IT Governance,
    • Experience in developing and maintaining IT Risk management policies, processes and procedures aligned to recognised industry leading practice,
    • Good understanding of threats and vulnerabilities relating to: data management; the software development lifecycle (SDLC); project & program management; IT service continuity and disaster recovery; IT operations. Proficiency in business process review tools and techniques.
    • Proficiency in capability assessment models and improvement techniques and strategies. Good understanding of information security concepts and principles.
    • Experience working in the Higher Education sector would be advantageous.

    Specialist: Payroll Budget

    Role Clarification & Key Performance Areas

    The role of the Human Resources Department is to support the University’s People Strategy, which presents challenging people deliverables about change and transformation projects and strategies.     This position reports to the Director: Rewards, Benefits & Payroll and requires a budget accounting specialist with sound knowledge of management accounting principles and experience in people cost budget management and will be responsible for inter alia:

    • Ensuring that UWC manages staff costs within the budget parameters (i.e. analysing and reporting on cost against budget on a monthly basis); 
    • Ensuring the correct allocation of costs to the correct cost entity by performing people cost reconciliations and preparing reallocation journals;
    • Liaising with relevant stakeholders in a monthly monitoring process to enable tracking of staff cost expenditure; 
    • Reporting on budget variances and highlighting areas of potential over-expenditure, etc.; 
    • Maintaining the organisation post structure, within the payroll system, pertaining to post creation, changes and deletions; 
    • Reviewing the financial component of people plans to clear posts in line with approved budgets; 
    • Preparing & submitting recommendations supported by calculations on budget management impact of policy change, job evaluation, annual salary increase and ad hoc adjustment impacts;
    • Preparation of quarterly forecasts for submission to Finance;
    • Participating in the improvement of systems and processes as it relates to budget management.

    Minimum Requirements

    To qualify you will need:

    • Honours degree in Accounting/Finance or related specialist discipline; 
    • At least five years’ relevant payroll accounting, management accounting, budgeting and forecasting experience;
    • Advanced proficiency in the MS Office Suite (especially Excel).

    Added advantage:

    • Relevant working experience gained in a tertiary educational environment in South Africa;
    • Accreditation by the South African Rewards Association / Certified Payroll Practitioner (SAPA) designation / SARA professional designation or an alternative accounting/payroll professional qualification;

    Administrative Officer

    Role Clarification & Key Performance Areas

    • The Centre for Performing Arts (CPA) is unit in the Office of the Deputy Vice-Chancellor (Academic), The scholarship of Engagement for Societal Impact, also termed community engagement, is the foundation of the work undertaken at the CPA.
    • To meet these needs music courses were specifically designed for main stream school learners as well as community music practitioners.
    • The vibrant student community of primary and high school learners, higher education students from UWC and other institutions and community musicians are registered for the Intermediate Programme in Music and the Advanced Programme in Music as extracurricular subjects.
    • The adaptable scheduling of lessons and lectures creates access to arts education at a higher education institution.
    • Currently, the CPA has two active ensembles – the UWC Jazz Combo and the UWC Community Chamber Choir. We are currently planning to add the UWC Wind Orchestra in the new year.
    • Our outreach to schools working with disabled learners include the Athlone School for the Blind in Glenhaven, Bellville and the Oasis Special School in Belhar.
    • We have also engaged with the Pinocchio Creche in Three Anchor Bay which started as a creche for domestic workers’ children.

    Administrator: Mastercard Foundation Scholars Program

    The Mastercard Foundation in partnership with the University of the Western Cape aims to develop Africa’s next generation of leaders. The Scholars Program, to be implemented over a period of seven years, provides financial, social and academic support to a diverse range of talented undergraduate and postgraduate students who are impeded by financial and social barriers, especially women, from South Africa and other parts of the African continent. Through the Scholars Program, UWC will strengthen its role in producing transformative leaders.

    The Mastercard Foundation Scholars Program at UWC invites applications for the post of Office Administrator. The Office Administrator will coordinate, oversee and perform a wide variety of administrative and support activities on behalf of the Program Director. The Office Administrator serves as a primary point of operational and administrative contact for internal and external constituencies, often on complex and confidential issues.

    Reporting to the Program Director: Mastercard Foundation Scholars Program, the Office Administrator’s responsibilities will include but will not be limited to the following:

    • Liaise on behalf of the Program Director with internal and external stakeholders

    • Organise all logistics related to meetings, including coordinating of meeting invitations in calendars and follow up on attendance, compiling and distributing the relevant agendas and notices, minute taking and distribution of meeting minutes and reports as directed to meeting participants
    • Manage the Director’s calendar/diary and ensure that it is appropriately organised
    • Lead the project management of events planned by the Office of the Director such as workshops and seminars, including sourcing of venues, catering, vendors
    • Organise travel and accommodation logistics for the Program Director and other relevant Program Management Office staff in accordance with university policies and procedures
    • Coordinate and process all procurement activities, payments, acquisition of assets, etc. within the Program Management Office
    • Develop and maintain files and record keeping systems for the Office of the Director
    • Capture data efficiently as required, to ensure the smooth functioning of general administrative processes of the Office of the Director

    Coordinator: Recruitment & Liaison Postgraduate Studies

    The Mastercard Foundation Scholars Program provides financial, social and academic support to a diverse range of talented undergraduate and postgraduate students who are financially and socially impeded from South Africa and other parts of the African continent.

    The Co-ordinator: Recruitment and Liaison Postgraduate Studies will be responsible for the recruitment of postgraduate Scholars of the Program with a particular focus on recruiting young women, refugees and displaced youth, person with disabilities and young men. This will be achieved through the recruitment of postgraduate Mastercard Foundation Scholars to UWC through collaboration and liaison with university partners of the Scholars Program, independent recruitment organizations across the African continent and beyond, NGO’s, Mastercard Foundation Scholar alumni and relevant stakeholders within and external to UWC.

    Accountable to the Program Director: Mastercard Foundation Scholars Program and reporting to the Program Director and Director: Research Development and Postgraduate Studies Office, the responsibilities of the Coordinator: Recruitment and Liaison Postgraduate Studies will include:

    • Undertake the annual recruitment of Mastercard Foundation Scholars; conduct in-person and virtual information sessions to promote the scholarship opportunity offered by the Scholars Program;
    • Develop the Program’s resource base for the recruitment of postgraduate Mastercard Foundation Scholars (eg application guidelines for Mastercard Foundation Scholars, annual call for applications etc);
    • Monitor all submitted applications, verify applicant’s eligibility and track application status quo via the Mastercard Foundation Scholars Program application portal;
    • Annually review, together with the Program Director, recruitment numbers and if necessary revise targets for the next academic year;
    • Source information on the approved UWC academic programmes of study for the Scholars Program and on programme admission requirements and make these available to potential Mastercard Foundation Scholarship applicants using the available systems and platforms;
    • Respond to recruitment and admission related queries from prospective Mastercard Foundation Scholarship applicants using email, third-party platforms etc;
    • Liaise with the Research and Postgraduate Office, the faculties and academic departments through the Deputy Deans for Postgraduate Studies to facilitate the processing of applications for admission of Mastercard Foundation scholarship recipients;
    • Collate and maintain recruitment data/statistics of postgraduate Scholars on the Program;
    • Regularly monitor and evaluate recruitment processes to inform decision making within the Program related to adjustments and realignments of recruitment strategies;
    • Proactively seek opportunities to expand the network of recruitment partners for the Scholars Program, especially from regions outside South Africa;
    • Compile, together with the Program Director, UWC’s monthly and quarterly the postgraduate recruitment and liaison reports for submission to the Mastercard Foundation.

    Academic Coordinator: Postgraduate Studies

    The Mastercard Foundation Scholars Program provides financial, social and academic support to a diverse range of talented undergraduate and postgraduate students who are financially and socially impeded, with a focus on young women, refugees and displaced youth, persons with disability and young men, from South Africa and other parts of the African continent. 

    The primary focus of this position is to provide comprehensive academic support to Mastercard Foundation Scholars at UWC to ensure their academic success. The Academic Coordinator: Postgraduate Studies will work with the faculty offices, the Research Development and Postgraduate Support department, academic staff and other postgraduate support structures at UWC to ensure that Mastercard Foundation Scholars receive comprehensive academic support for successful academic progression throughout their studies at UWC.

    Accountable to the Program Director: Mastercard Foundation Scholars Program and reporting to the Program Director and Director: Research Development and Postgraduate Support, the responsibilities of the Academic Coordinator: Postgraduate Studies will include the following:

    • Design and implement a year – round academic support programme for postgraduate Mastercard Foundation Scholars;
    • Raise awareness of academic support programmes (e.g. writing workshops) and other related opportunities at UWC and facilitate the participation of Mastercard Foundation Scholars in these programmes;
    • Facilitate the academic admission and enrolment of postgraduate Mastercard Foundation Scholars to UWC;
    • Monitor and evaluate the academic progress of Mastercard Foundation Scholars, identify Scholars at risk and identify and implement interventions to support them;
    • Regularly assess the support interventions so as to inform adjustments and realignments in the support programmes;
    • Collate and maintain data/statistics on postgraduate Scholars of the Program; 
    • Compile, together with the Program Director, UWC’s monthly and quarterly reports for submission to the Mastercard Foundation;
    • Coordinate the submission of annual academic progress reports of Mastercard Foundation Scholars in liaison with their supervisors;
    • Identify resources and develop processes for improving Scholars’performance;
    • Respond to all enquiries pertaining to postgraduate academic matters from Mastercard Foundation Scholars and relevant stakeholders;
    • Serve as a conduit between Mastercard Foundation Scholars and their supervisors prior to their arrival at UWC and while at the University;
    • Participate in the annual on-boarding programme for new postgraduate Mastercard Foundation Scholars at UWC;
    • Ensure the smooth running of academic administrative services that support the postgraduate Mastercard Foundation Scholars at UWC;

    Minimum Requirements

    • A research-based Master’s degree in a related field at an NQF level 9 or an equivalent qualification.
    • Knowledge and experience of relevant academic administration processes.
    • Proven work experience in higher education with evidence of working with students to achieve academic success.

    • Knowledge and experience of research administration management processes (RAMS).
    • Knowledge and experience of participating in the management of programmes that involve postgraduate students.

    • Establish and coordinate strong monitoring and evaluation systems and plans for the activities and programmes of the Mastercard Foundation Scholars Program at UWC;
    • Design and implement data collection tools and capturing templates;
    • Implement quality assurance procedures to support the Program’s monitoring and evaluation mandate;
    • Coordinate data collection across various programmes and activities within the Program;
    • Ensure quality assurance of the monitoring and evaluation data;
    • Coordinate logistical/administrative arrangements related to data;
    • Regularly analyse quantitative and qualitative data and prepare monitoring and evaluation progress reports in the format required;
    • Provide alerts to the Program Director, including feedback, on emerging trends identified through M&E of the Scholars Program data to inform the need for interventions and/or realignment of the Program;
    • Stay abreast of the latest monitoring and evaluation trends to support ongoing improvement of the Program;
    • Compile, together with the Program Director, UWC’s monthly and quarterly reports on monitoring and evaluation for submission to the Mastercard Foundation.

The Mastercard Foundation Scholars Program is a global initiative designed to develop the next generation of transformative leaders by enabling highly talented, service-oriented young people, primarily young Africans, to pursue higher education and emerge as agents of change.

    The Mastercard Foundation Scholars Program provides financial, social and academic support to a diverse range of talented undergraduate and postgraduate students who are financially and socially impeded, with a focus on young women, refugees and displaced youth, persons with disability and young men, from South Africa and other parts of the African continent.

    The successful candidate will ensure the accurate and timely management of relevant institutional information and facilitate the uploading of data to the Mastercard Foundation’s Management Information Systems (MIS) site to support decision-making processes related to monitoring and evaluation, towards Program adjustments and realignments.

    Accountable to the Program Director: Mastercard Foundation Scholars Program and reporting to the Program Director and the Manager: Business Intelligence in the Institutional Planning Office, the responsibilities of the Coordinator: Business Intelligence will include:

    • Timely receipt of data from transaction operational processing systems;
    • Validate and upload Mastercard Foundation Scholars Program data essential to the Foundation’s MIS and any other designated service provider platforms as needed;
    • Design, generate, and deliver reports that meet specific business requirements;
    • Adhere to fulfilling Service Level Agreements (SLAs) concerning report delivery schedules;
    • Conduct rigorous quality control checks to ensure that UWC’s reports within the MIS are balanced and aligned with data from transaction operational processing systems;
    • Investigate and resolve data variances comprehensively on a monthly and quarterly basis;
    • Provide actionable intelligence to inform the Program Director of the Mastercard Foundation Scholars Program;
    • Stay abreast of the latest business intelligence trends and technologies and suggest improvements for the Business Intelligence related to the Mastercard Foundation Scholars Program;
    • Compile, together with the Program Director, UWC’s monthly and quarterly reports on business intelligence matters of the Program for submission to the Mastercard Foundation.

    Minimum Requirements

    • A relevant bachelor’s degree at NQF 7 level or an Equivalent qualification in any of the following fields: mathematics, statistics, data science, or computer science.
    • A minimum of 3 years of recent and relevant work experience in data analysis

    • An honours degree (NQF 8 level) in either statistics, mathematics, computer science, economics, or other quantitative fields.

    Researcher : Digital Transformation and Inclusion

UWC actively responds in critical and creative ways to the development needs of the country within an ever-changing and challenging global context.

    The UWC CoLab for e-Inclusion and Social Innovation, located in the Institutional Planning unit, plays a thought leadership role in terms of an increasingly digitized society. The CoLab forms part of national network of 8 universities in collaboration with national government and industry partners to contribute towards the national digital skills agenda, focusing on practical interventions, research and advocacy.

    An exciting opportunity exists in the CoLab, for suitably qualified candidate(s) to engage in innovative research initiatives related to the dynamics of a digitally transforming society and the implications for individual, institutional and societal inclusion and well-being.

    The primary purpose of these positions is to engage in evidence based research in order to contribute towards policy and strategy development, identify and support interventions, and to support the advocacy role of the CoLab and the University.

    The Researchers will report to the Director: CoLab for e-Inclusion and Social Innovation and will be responsible for the following:

    • Conceptualise and plan research initiatives in collaboration with CoLab partners/funders
    • Design and execute research within budget and timelines
    • Assessment instrument and methodology development as member of the transdisciplinary digital inclusion research network
    • Perform Monitoring and Evaluation studies to assess intervention impact
    • Mentor and/or supervise postgraduate students on this topic
    • Contribute towards proposal writing and stakeholder engagements for funding opportunities
    • Contribute towards the strategic research partnership with VUB, UGent and other relevant international institutions to enhance the north-south knowledge on the topic.
    • Write research concept notes, research findings and reports
    • Disseminate research findings internally and externally through relevant spaces i.e. webinars, seminars, participation in relevant government and industry bodies, contribution towards national and provincial digital skills think-tanks, fora and initiatives.
    • Publish research findings through relevant spaces i.e. accredited journals, books, articles

    Minimum Requirements

    • A PhD degree in social sciences (e.g Information Systems, Psychology, Sociology) (NQF level 10)
    • A minimum of 4-5 years of research experience in the field of digital transformation, digital inclusion and digital skills, preferably in a transdisciplinary and applied research context.
    • Experience in qualitative and quantitative research methodology
    • Experience in designing assessment scales and application of e-research tools (Qualtrics, ATLAS.ti, etc.)
    • Experience with stakeholder engagement, workshop facilitation and community engagements
    • Experience in performing M&E projects for funded digital inclusion initiatives
    • Have a publication record (comprising peer reviewed and/or accredited journals, books or book chapters on reputable presses)

    • Knowledge of joint PhD complexities
    • Knowledge of the national digital inclusion/transformation and digital skills role-players, discourse and policies
