    Professional Officer - Contract Management

    Requirements

    Relevant B Degree

    • 3 4 years relevant experience
    • Computer literacy and experience in MS Word, MS Excel and PowerPoint
    • A valid Code EB driver’s licence

    Key Performance Areas

    • Assist with branch activities related to the implementation of Contract Management policies, procedures, systems and processes in the department and responsible for directorate reporting
    • Assist in the execution of the branch's contract management advice and support function to the directorate
    • Employ specialist knowledge and expertise in providing advice and support to the directorate.
    • Assist with the roll out of measures for standardisation of Contract Management in the directorate
    • Assist in the execution of the branch's contract management advice and support function to the directorate.
    • Conduct Contract Reviews of directorate contracts in accordance with procedures formulated by the corporate Contract Management function for low value/low risk contracts
    • Assist with Contract Management training for the directorate

    Environmental Health Assistant

    Requirements

    • A Grade 12 (Senior Certificate), with preferably 1 -2 years’ experience in either Pest Control, Health Education, Water Sampling or peace officer.
    • Peace Officer qualification will be advantageous.
    • PC Literate
    • No Criminal record.
    • Valid Code EB driver’s licence.
    • Physically fit and be prepared to work on weekends and at night, if required
    • Application for exam to enable registration as Environmental Health Assistant with the HPCSA within 12 months of appointment under own arrangements.

    Key Performance Areas

    • Assist the Environmental Health Practitioner in performance of duties relating to Water Quality Management, Food Control, Health Surveillance of premises, Environmental Pollution Control,
    •  Vector Control, Chemical Safety and Waste Management).
    • Assist in the enforcement of legislation, Council policies and Bylaws relevant to Environmental Health.
    • Conduct Vector Control activities, including surveillance, destruction and investigation of complaints
    • Assist in the delivery of Environmental Health education programmes and special campaigns.
    • Perform administrative duties, including report writing to ensure sound administrative procedures for effective service delivery.
    • Identify and report environmental health factors like overgrown canals or water streams causing stagnation of water and mosquito breeding.
    • Follow-up and investigate Communicable Diseases cases i.e. TB defaulters.
    • Assist with training and supervision of assigned EPWP workers.

    Senior Professional Officer (Fixed Term Contract)

    Requirements

    • A relevant 3-year qualification in a related field such as Organisational Performance Management, Monitoring and Evaluation or Auditing.
    • Post-graduate degree or CA (SA) registration/completed 3-year audit articles registered with SAICA would be an advantage.
    • Five (5) years’ relevant experience with a focus in organisational performance management, monitoring and evaluation or auditing.
    • Ability to think analytically and be solution driven.
    • Competence in creating well-structured written content that is accurate, engaging and aligned with the organisation’s standards
    • Code EB driver’s licence.
    • Advanced level in MS Office Suite.

    Key Performance Areas

    • Review and oversee the compliance, planning and development of the five-year corporate scorecard and legislative scorecards.
    • Compile quarterly performance reports and analyse the quarterly performance report for submission to Council Committees, National Treasury and Auditor-General.
    • Quality review and align the Corporate Scorecard, Legislative scorecards, Directorate and Departmental SDBIPs to the IDP, audit and legislative requirements.
    • Ensure compliance of the IDP and SDBIP processes with auditable performance systems.
    • Oversee the quality review of quarterly performance information for audit readiness.
    • Build organisational capacity for effective performance management and planning in the City.
    • Implement performance projects and any other related tasks as needed.

    SPO Development & Transformation (Fixed Term Contract)

    Requirements

    • Relevant B degree
    • Minimum (5) years’ experience in a Public Transport Liaison environment

    Requirements

    • Relevant B degree
    • Extensive managerial experience of eight (8) years’ or more
    • Knowledge of relevant legislation
    • Knowledge of the South African Local Government Environment and Municipal Services

    Key Performance Areas

    • Strategically lead, manage and direct the Public Empowerment and Development functionality including EPWP and CDW City-wide realisation through implementation of best practice and innovative policy, strategies, frameworks, mechanisms and interventions, whilst adhering to the relevant and appropriate statutory and legislative framework
    • Ensure synergy with the City, Provincial and National directives, strategies and guidelines
    • Operate and manage the Department autonomously within resolutions, policies and bylaws of Council, as well as any other National legislative and technical requirements governing the provision of Urban Waste Management Services to all residents residing in the City's jurisdiction
    • Interpret and analyse legislative and corporate policies, standards and procedures and apply them correctly and effectively
    • Plan, design and implement a variety of systems and procedures
    • Engage with a variety of internal and external stakeholders at executive and senior management levels
    • Network and build effective relationships and partnerships within and across the organisation
    • Ensure financial management and transactions are compliant with Treasury Regulations
    • Reporting, Information Management and Monitoring
    • Facilitate the initiation and implementation of cross-cutting projects and service improvement initiatives within the functional area, within the city and across the City of Cape Town jurisdictional area
