    Information Communication Technology Manager: Permanent (Ref: ICTM/11/2023)

    Purpose:

    • The incumbent will be responsible for ICT Governance, Management of all ICT related services, operations and ICT equipment, ensuring availability and optimization of ICT services and infrastructure and ICT business continuity.

    Minimum requirements:

    • Degree or NQF Level 7 qualification in Information Technology, Computer Science or Information Systems.
    • MCP,and/or ITIL,and/or COBIT,and/or TOGAF,and/or PRINCE2 and/or PMBOK and/or CGEIT and/or CISSP and/or CRISC.
    • 8-10 years of relevant ICT experience of which five (5) years must be at a Management Level.

    Added Advantage: 

    Honours Degree in Information Technology, Computer Science or Information Systems.

    The successful candidate will be responsible for, but not limited to the following:

    • Manage Information Technology Governance Framework
    • Manage resources by optimising knowledge and ICT infrastructure
    • Prepare ICT reports for the board/Council and relevant committee of Council

    Chief Finance Officer : : Ref. CFO/11/2023

    Purpose:

    • Reporting to the CEO, you will provide strategic leadership in financial and supply chain management in ensuring financial sustainability of MHSC to achieve its mandate through, amongst others, financial compliance, financial management and reporting and asset management.

    Minimum requirements:

    • Postgraduate Degree in Finance / Accounting.
    • Certified Chartered Accountant (CA(SA)).
    • Four (4 years) of experience within a CFO role.
    • At least 10 years’ senior management experience within Finance.

    Added advantage: 

    • MBA/MBL/ master’s in finance /accounting.
    • Professional membership with relevant institutions.

    Key performance areas:

    The successful candidate will be responsible for, but not limited to the following:

    • Develop and workshop procurement practice guide.
    • Pilot the SCM guide as developed through the process mapping project.
    • Conduct monthly reconciliations of control accounts and clearance of suspense accounts.
    • Define financial strategy aligned to MHSC strategy.
    • Define revenue generation streams.
    • Define systems and procedures that will ensure compliance.
    • Ensure MHSC compliance with financial reporting and controls requirements.
    • Promote and ensure compliance with best practice Financial Management and Accounting standards, regulatory requirements, governance practices and audit requirements in all accounts, ledgers, and reporting systems and ensure the implementation of the prescripts of the PFMA.
    • Provide financial leadership in determining strategic business direction, acquisition, financing and longer-term strategies vital to the future performance of the MHSC.
    • Develop relevant policies (accounting, practice notes, etc)
    • Implement relevant accounting standards and adherence to the PFMA and Tax laws MHSC mandate.
    • Measure and report on “Return in Investment” (ROI) in line with resources allocation and
    • Protect and preserve the critical assets of the organisation, through developing an Asset Management Strategy, Policy and Plan
    • Ensure the timely update and maintenance of the asset register.
    • Ensure effective SCM in compliance with legislative framework.
    • Ensure adequate assessment and mitigation of risk and compliance with applicable Supply Chain Management (SCM) regulatory and/or other legal requirements.
    • Ensure vigorous adherence to procurement plan.

    Customer: 

    • Facilitate sustainable stakeholder relations, participation and partnerships
    • Manage relations with banks, mining industry, academic institutions and other stakeholders research service provider within the investment community
    • Ensure accurate, timely MANEX and CAPEX reports are available to all Cost Centre Managers.

    • Develop and evolve the finance operating model in the Finance Business Unit as the MHSC business model continues to change while remaining efficient and effective
    • Develop and performance manage human capital within the Finance Business Unit.

    Learning and growth:

    • Develop talent management in the Finance Business Unit disciplines as the MHSC business model continues to change while remaining efficient and effective
    • Identify gaps in competencies and knowledge of financial literacy and discipline in the MHSC and recommend suitable capacitation training
    • Provide guidance and mentorship to MHSC staff on budget management and financial discipline.

    Human Resources Remuneration and Advisory Committee.: REF: HRRAC/11/23

    Purpose:

    The MHSC hereby invites applications from suitable qualified persons wishing to serve on its Human Resources Remuneration and Advisory Committee.

    Requirements:

    • Minimum post graduate qualification in the field of Human Resources/Occupational Development/ Labour or related fields;
    • Legal background will be an added advantage;
    • Appropriate experience and / or knowledge of the Public service and Public entities will be a strong recommendation; and
    • Previous experience as a member of a Human Resources Committee or a Human Resources Executive in the public sector, private sector and / or public entity.
    • Registration with a Professional Body is a high recommendation.

    Corporate Governance Officer: Ref: CGO11/2023

    Purpose:

    To provide governance support to the Council, Advisory Committees and the Chief Executive Officer (CEO).

     

    Minimum requirements:

    • BCom degree specializing in Auditing/ Governance/ Risk Management/ Compliance
    • A post graduate qualification will be an added advantage
    • 8 Years’ working experience in Auditing/ Governance/ Risk Management/ Compliance role of which 5 years should be at Senior Management

     

    Key performance areas:

    The successful candidate will be responsible for, but not limited to the following:

    Provision of advice to the Council in respect of corporate governance, ethics, legal and compliance issues.

    • Facilitate the sourcing and provision legal advise to the MHSC and the CEO.
    • Ensure that the MHSC compliance with its legal responsibilities in terms of the MHSA and all relevant legislation.
    • Keep the Council informed of new legislative and governance developments, assess and advise on the potential impact.
    • Facilitate the Continuous Professional Development (CPD) of Council and Advisory Committees with main focus on Corporate Governance.
    • Manage corporate wide compliance, including the design and implementation and monitoring of systems that promote compliance.
    • Develop/review the corporate legislative compliance framework.
    • Facilitate with the support to the CEO the development of the organizational Strategic Plan and Annual Performance Plan (APP).
    • Develop and/or update the policies for the GRC business unit.
    • Advice the MHSC Executive Committee members on latest development in legislation
    • Manage secretariat functions of the Council, plan and provide admin support and guidance to the Council, governance committees and the CEO

    Manage the secretariat activities of the following:

    • Council;
    • Convenors and
    • Audit and Risk Committee.
    • Supervising the Governance, Risk and Compliance Officer and of the Executive Assistant in the office of the CEO.
    • Produce a work plan of the Council.
    • Facilitate the Appraisal of the Council and its Advisory Committees.
    • Assisting the Chairperson and the CEO in determining the annual Council Plan.
    • Induction of the Council and Advisory Committee members.
    • Facilitate the Internal Audit function (ensure that there is an internal audit plan, engagement letter, provision of requested information as per the RFI, coordination of management comments, resolution of audit findings, review of inputs into the final annual report and finalisation of Internal Audit
    • Ensure timeous submission of mandatory compliance reports
    • Ensure achievement of business objectives
    • Ensure preparation of business unit budget and monitoring of expenditure Reports).
    • Facilitate and liaison with the Auditor General (ensure that there is an audit strategy, engagement letter, provision of requested information as per the RFI, coordination of management comments, resolution of audit findings, review of AG inputs into the final annual report and finalisation of Management Report & Audit Report).
    • Ensure that the combined assurance model is implemented (coordination of internal audit and auditor general).
    • Ensure that the minutes and matters arising for Council, Convenors and ARC meeting are prepared.
    • Drafting of the contracts/SLAs and MoUs for the business units.
    • Vetting of all MHSC contracts prior to signing by the Chief Executive Officer or Council Chairperson.
    • Participate in various committees including the Risk and Compliance Management Committee, ICT steering Committee, Audit Steering Committee, ARC, Convenors and Council.
    • Provision of administrative support to RCMC (arrange meetings, prepare documents, draft minutes and matters arising and RCMC reports to ARC).
    • ARC Reports to Council.

    Ensure timeous submission of mandatory compliance reports

    • Responsible for the submission of all mandatory compliance submissions to the Ministry of Mineral Resources, National Treasury and all reports to the relevant external authorities.
    • Consolidate the inputs and prepare the annual report.
    • Consolidate and prepare Quarterly Management Reports.
    • Manage correspondence, collate information, write reports and ensure that resolutions made by the Council and the governance committees are communicated to the relevant stakeholders and that internally they are implemented.

    Ensure achievement of business objectives

    • Monitoring the implementation of the of the following:
    • Strategic Objectives as per Annual Performance Plan
    • Risk Management Action Plans as per the strategic and operational risk registers.
    • Action plan on both internal and Auditor General audit findings.
    • Action plans from RCMC, Council, Convenors and Audit and Risk Committee

    Ensure preparation of business unit budget and monitoring of expenditure

    • Prepare the budget for the Governance, Risk and Compliance (GRC) business unit.
    • Prepare the budget for the Office of the Chief Executive Officer.
    • Prepare the budget for the support of Council and Advisory Committees.
    • Monitor the budget for the GRC business unit and Council and Advisory Committees.
    • Keep the Council informed of new legislative and governance developments, assess and advise on the potential impact.
