    Senior Clerk Internal Audit

    MINIMUM QUALIFICATIONS & REQUIREMENTS:

    •  A three-year tertiary qualification at NQF level 6 in either internal auditing or accounting with auditing as a subject.
    •  Computer Literacy: MS Office
    •  2-5 years’ work experience in the field of either auditing/accounting/investigations.

    KEY PERFORMANCE AREAS:

    •  Obtaining and scrutinising background information in preparing the initial and risk and assessment.
    •  Documenting system descriptions and performing walkthrough tests.
    •  Raising exceptions identified and confirmed.
    •  Execute audit procedures under supervision and documenting work according to the audit methodology.
    •  Prepare initial quality assurance readiness reviews.
    •  Assisting with general office administration.

    Building Inspector

    MINIMUM QUALIFICATIONS & REQUIREMENTS:

    • Minimum NQF level 6 qualification in Architecture, Building Management, Building Science, Civil Engineering, Structural Engineering as stipulated in the National Building Regulations
    •  A minimum of three (3) years’ relevant post qualification experience in the building inspector industry 
    •  experience in a local authority as a municipal building inspector will be an added advantage/preference will be given to persons with experience in a local authority as a municipal building inspector 
    •  must be computer literate with proficiency in the MS Office suite 
    •  must be able to communicate in at least two (2) of the three (3) official languages of the Western Cape, namely Afrikaans, English and Xhosa 
    •  must possess a valid driver’s licence with access to own reliable vehicle 
    •  must be eligible to be registered as a Peace Officer/ candidates that are registered as a Peace Officer will have an added advantage 
    •  Candidates must be able to perform under pressure and work independently

    • Building Control, attend to inspections, monitoring and the control of all building activities and sites to ensure compliance with legislation  effective regulation, control and oversight of all building related activities
    •  Liaising and provide general advice to the public, landowners, contractors, architects, and other professionals 
    •  Scrutinise and facilitate the approval of building plan applications in accordance with the National Building Regulations and standard municipal operating procedures 
    •  Enforcement of regulations where violations of National Building Regulations, Occupational Health and Safety regulations, amongst others, occur 
    •  undertake the monitoring and control of hoarding and demolition conditions 
    •  inspect and examine design details and construction specifications on building plans 
    •  Issuing of statutory forms and notices regarding
    • unlawful building work and providing support in undertaking corrective measures, and other duties as may be required from time to time.

    Senior Building Inspector

    MINIMUM QUALIFICATIONS & REQUIREMENTS:

    • Relevant National Diploma qualification as per Regulation A16 of the National Building Regulations Act 
    •  Own vehicle and valid Code EB drivers’ license 
    •  A minimum of six (6) years’ relevant building industry experience with at least a minimum of three (3) years within a local authority as a municipal building inspector in the building control environment. Eligible to be registered as a peace officer (law enforcement officer) 
    •  Computer literacy (MS Office) 
    •  Must be able to communicate in at least two (2) of the three (3) official languages of the Western Cape (English, Afrikaans, IsiXhosa).

    KEY PERFORMANCE AREAS:

    • Subject to the overall direction of the Manager Building Control, attend to and the control of all building and construction activities in the municipal area 
    •  Liaise and provide general advice to the public and developers regarding all aspects of development and building regulations 
    •  In-depth knowledge of the National Building Regulations and all applicable legislation 
    •  Scrutinize and facilitate approval of building plan applications according to the applicable processes and legislation
    •  Take action and enforce regulations where non conformity or breach of National Building Regulations, SABS Codes of Practice and Occupational Health and safety Laws occurs
    •  Monitoring compliance and conducting inspections to establish if construction of the work and procedures are in accordance with approved design and drawings

    Chief Clerk Rates and Taxes

    MINIMUM QUALIFICATIONS & REQUIREMENTS

    •  Grade 12
    •  Computer Literacy
    •  5-8 years’ relevant experience with supervisory experience.

    KEY PERFORMANCE AREAS

    •  Administer levying rates and taxes in accordance with the legislative prescripts and provide billing services.
    •  Assist with the valuation and rates register and other relevant reconciliations including augmentations.
    •  Assist with the interim debit raising assessment rates and perform property rates journals.
    •  Administer and control the administrative data capturing and updating of requirements relating to the valuation rolls and property information.
    •  Administer procedure relating to clearance certificates.
