    Head - Upgrades and Maintenance

    Requirements:

    • A relevant qualification (Bachelor’s degree) in a Built Environment and/or Project Management field
    • Up to eight (8) years relevant experience
    • Professional registration (Engineering/Built Environment or Project Management) would be advantageous
    • Knowledge of the Occupational Health and Safety Act in the construction management environment would be advantageous
    • Experience in asset management
    • Knowledge of MFMA and DORA legislation as well as the EPWP
    • National Policy
    • MS Office and SAP proficiency
    • A valid Code 08 driver’s licence

    Key Performance Areas;

    • Managing the planning processes of the objectives associated with the provision of specialist built environment expertise internally and externally to the department
    • Ensuring roll out of a proactive and reactive maintenance programme
    • Managing the formulation of contracts and overseeing contractual obligations to ensure compliance
    • Managing, allocating and monitoring allocation of funding and expenditure within Housing Maintenance Regions and Housing
    • Maintenance Projects Section
    • Managing and controlling staff productivity and performance of personnel within the division
    • Managing the compliance of health and safety of depots and on different sites
    • Coordinating administrative and reporting requirements

    Clinical Medical Officer - Mental Health

    Requirements:

    • MBChB degree
    • Registration with the Health Professions Council of South Africa
    • At least three (3) years experience in primary health care, including Comprehensive Personal Primary Health Care programmes, i.e. Mental Health, NCD, Maternal and Women’s Health, Child Health and Infectious Diseases
    • Solid knowledge of the District Health System will be an advantage
    • Previous experience in TB, HIV and ARVs will be an advantage
    • A valid BLS/ACLS and PALS would be an advantage
    • A valid Code EB driver’s licence

    Key Performance Areas:

    • Performing administrative duties related to strategic and unit activities
    • Adhering to any notification and registration procedures as required in the management of notifiable diseases
    • Assist with the implementation of policies, procedures, systems and processes
    • Provide technical support and guidance to staff in health areas to capacitate them
    • Providing mentorship to the City Health staff

    Professional Officer - AET

    Requirements:

    • Bachelor’s Degree/BTech/Advanced Diploma in Project Management qualifications; built environment; could be Engineering, Surveying; Architecture, Planning etc.
    • 2- 5 years relevant experience

    Key Performance Areas:

    • Experience to facilitate and implement a full range of Training and Development programs, in particular the engineering and the built environment mentorship programme.
    • Coordinate and facilitate enablement of the programs participants.
    • Oversee the development and monitoring the execution of the mentee training and development plans, including regular progress reports and presentation.
    • Conduct research and investigations to obtain information for the design of substantial or complex programmes, systems or other specialist initiatives including Training and Development trends/methodologies.
    • Documenting and quality assures terms of reference (TOR) guidelines and roles and responsibilities for each EED/ETD and C3PM forums in conjunction with relevant stakeholders.
    • Maintain a database of mentors in support of Training and Development interventions
    • Ensures appropriate development interventions are linked to competencies in IPM and PDP and that this process is facilitated via LSO.
    • Disseminating results of research and investigations to both internal and external clients, fellow professionals engaged on common areas of work within the department/branch by means of written reports and meetings.
    • Develop suitable training materials and designing blended assessment tools including but not limited to written training manuals, video series, and webinars, and in person training etc.
    • Maintain accreditation of Training and Development programmes as a registered City of Cape Town Training examination centre.
    • Applying SCM policy and practise knowledge to the management of service provider contractor procuring services via tenders/RFQ’s and implementing the financial administration and controls.

    Senior Professional Officer Quality Assurance

    Requirements:

    • A relevant B degree
    • Preference will be given to applicants with a Traffic Officer or Metro
    • Police qualification
    • Minimum of 5 years relevant experience in a curriculum design and RPL environment
    • A valid Code B driver’s licence
    • Computer literacy

    Key Performance Areas:

    • Ensure that developed training material comply with all QCTO, SAQA, Training Norms and Standards, SAPS and SASSETA as well as PFTC and RTMC requirements
    • Ensure that the overall training process, training delivery and facilities comply with set quality standards and requirements
    • Build and maintain relationships with key stakeholders and service providers

    Professional Officer - Capital Budgets

    Requirements:

    • B.Com degree, financial qualification
    • 2 to 5 years’ experience preferably in a budget analytical environment
    • Self-motivated and resourceful
    • Experience in analysing large amounts of data and creating concise reports.
    • Knowledge of SAP or an ERP environment is advantageous
    • Advanced Excel skills (Pivot tables, V-look up)
    • High-end analytical and numeric skills.
    • Proficiency in the English language both written and verbal.

    Key Performance Areas:

    • Reviewing, analysing and constructing a proposal in support of policy review to comply with statutory, legislative and internal requirements to ensure effective and efficient internal monitoring and control of budgetary related processes.
    • Communicating with fellow professionals as well as internal and external clients in a customer centric manner in order to work on issues of common interest and/ or to share information
    • Drafting e-mails to give information and resolve queries or problems.
    • Responding to enquiries and requests for services from clients ensuring a customer centric approach

    Senior Air Quality Practitioner

    Requirements:

    • 3-year degree/diploma in Environmental Health/Environmental Management
    • Current registration with the Health Professions Council or similar Professional body for Non-EHP Professionals
    • At least 5 years relevant experience
    • A valid Code 08 (B) driver’s licence
    • Peace Officer Certificate
    • Recognised Environmental Management Inspector Qualification would be an advantage

    Key Performance Areas:

    • Administer the process of Atmospheric Emission Licensing applications to ensure compliance with the relevant legislation and protection of the environment and public health
    • Investigate, evaluate and comment on environmental impact assessments, specialist atmospheric impact report studies and atmospheric emission licence applications and recommend mitigation measures
    • Recommend approval of fuel burning appliances
    • Recommend approval of open burning applications
    • Investigate and evaluate diverse complaints
    • Enforce the National Environment Management: Air Quality Act of 2004 and City of Cape Town Air Quality Management Bylaw 2016
    • Compile, develop, modify, plan, validate and maintain an atmospheric emissions inventory database
    • Perform various administrative duties
    • Perform various project management tasks
    • Initiate and coordinate community involvement
    • A willingness to work after hours when required
