    Manager: Training And Development Corporate Services – Human Capital Solutions – Ndpw Academy - Gqeberha - Permanent - Paterson Grade D1

    DESCRIPTION

    RESPONSIBILITIES AND OBLIGATIONS

    The Training Development Manager will be required to play a key leadership role in supporting initiatives to enhance HCS’s core mandates of revenue generation and achievement of socio-economic transformation.

    The responsibilities for this post are summarised as follows:

    • Implement the human resources development project requirements in line with the HCS Annual Business Plan in consultation with the Unit Head: Human Capital Solutions
    • Conduct sector training needs analysis and make recommendations and / or proposals.
    • Provide supervision and guidance to HCS programme teams with respect to training and development requirements on their projects.
    • Continually research current and emerging socio-economic human capital development requirements and propose solutions as and where needed.
    • Act as a change agent by helping HCS management in designing and implementing change strategies to contribute to optimisation of HCS human resources.
    • Support Training Service Providers to ensure effective roll-out of training initiatives, in support of HCS’s socio-economic mandate.
    • Develop and nurture stakeholder relationships in support of HCS’s socio-economic mandate.
    • Report to / liaise with various internal and external stakeholders in support of HCS’s business priorities.

    Furthermore, you are to ensure that:

    • You are aware of and have access to the CDC’s SHEMS;

    • You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible;

    You have the authority to:

    • Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission;

    Senior Project Manager: Operations – Property Development - Gqeberha - Permanent - Paterson Grade D3

    RESPONSIBILITIES AND OBLIGATIONS

    The primary objective of the Senior Project Manager is to deliver functional world-class purpose-built bulk infrastructure.  In pursuance of this primary objective, the Senior Project Manager is required to: -

    • Provide on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
    • Full project life cycle ownership: successful project delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously
    • Manage all aspects of multiple related projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives
    • Report on project success criteria results, metrics, test and deployment management activities
    • Prepare estimates and detailed project plan for all phases of the project
    • Procure adequate resources to achieve project objectives in planned timeframes
    • Manage the day-to-day project activities and resources and chairs the project management team meetings
    • Monitor staff performance and complete performance reviews
    • Provide status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating across leadership

    SPECIFIC RESPONSIBILITIES

    Overall co-ordination of designated infrastructure works

    • Ensuring overall co-ordination of designated works.
    • Ensuring that the Coega Project as a whole moves towards realising the CDC’s vision for the CDC.
    • Decide on project execution strategies, plan project life cycles and direct procurement strategies.
    • Evaluate life cycle operational and maintenance cost when agreeing specifications and capital cost expenditure.
    • Manage other CDC Business Units’ inputs and duties during project execution.
    • Managing the designated infrastructure works.
    • Prepare detailed business plans related to the designated infrastructure works.
    • Convening meetings as necessary and taking responsibility for conduct of Technical Meetings, Steering Committee Meetings and other ad hoc meetings for designated infrastructure works.

    Facilitation

    • To oversee and facilitate the planning, design and implementation of infrastructure works. 

    Promote CDC vision

    • To promote the values, mission, vision, policies and strategies adopted by the CDC from time to time.

    Monitoring

    • To monitor progress of all designated infrastructure works in terms of budget, implementation programmes, quality of works, safety of construction and environmental compliance with the RoD.
    • To monitor performance of consultants, sub-consultants, suppliers, developers and concessionaires in respect of the designated infrastructure works, contract, construction and project management.
    • To monitor the empowerment of contractors and consultants through performance reviews.

    Stakeholder involvement

    • To interact with different role-players, interested and affected parties, stakeholders and implementing agents impacted by or impacting on the designated infrastructure works.
    • To negotiate design philosophies, equipment and materials specifications and quality of construction with local authorities.

    Reporting

    • To prepare reports and position papers as required and directed by the Programme Director/Programme Manager.

    REQUIREMENTS

    • Relevant degree or diploma in Civil Engineering, Architecture, Construction Management or similar;
    • Minimum of 10 years built environment working experience for which 5 years must be specific on project planning and or design;
    • A certificate in Project Management (PMBOK or other methodologies);
    • Must have managed a project value of R150m to R200m from inception to successful closeout;
    • Can oversee a large number of projects of varying degrees of complexity - up to 200;
    • Good communication skills and report writing; Can provide insights across other Clusters and across other BU;
    • Must be able to work with Microsoft Excel, MS Project or similar;
    • Registration with a statutory professional body.

    Procurement Manager: Finance – Supply Chain Management - Gqeberha - Permanent - Paterson Grade C5

    RESPONSIBILITIES AND OBLIGATIONS

    A Procurement Manager is responsible for overseeing the process of acquiring goods and services required for the CDC’s business operations and to respond to the Client’s requirements. The main objective is to ensure that the organization obtains the necessary resources at the best possible cost, quality and terms to support its objectives. A Procurement Manager plays a vital role in ensuring that the CDC acquires the necessary resources efficiently, economically, and ethically, while contributing to the overall success of the organization. The specific responsibilities of a Procurement Manager include the following:

    Demand Management:

    • Facilitate the development and implementation of demand management frameworks and strategies.
    • Ensure a consolidated procurement plan for goods and services with critical delivery dates and the approval thereof on time and submission to relevant Treasury.
    • Knowledge of strategic planning and budgeting.
    • Ensure sound governance and improved compliance with supply chain management reporting requirement.

    Strategic Sourcing:

    • Developing and implementing procurement strategies that align with the CDC's objectives. This involves identifying potential suppliers, evaluating their capabilities, negotiating contracts, and selecting Service Providers that offer the best value for the organization.
    • Experience in securing and maintaining Framework Contracts.

    Supplier Management:

    • Establishing and maintaining relationships with suppliers to ensure a reliable supply of goods and services. This includes monitoring supplier performance, addressing issues, and working collaboratively to improve procurement processes and quality of Service Providers awarded contracts by the CDC.

    Cost Management:

    • Identifying cost-saving opportunities and negotiating favorable terms with suppliers. This involves analyzing market trends, conducting price comparisons, and leveraging the organization's purchasing power to secure competitive prices. 

    Risk Management:

    • Assessing and mitigating risks associated with procurement, such as supply chain disruptions, quality issues, and supplier bankruptcies. Developing contingency plans to manage potential risks is a critical aspect of the role.
    • Manage the annual SCM risk assessment, develop the SCM risk universe and risk response plan. 

     Quality Control:

    • Collaborating with procuring Business Units to ensure that purchased goods and services meet the required quality standards. Procurement Managers need to verify that suppliers adhere to quality specifications and take appropriate actions if issues arise.

    Market Research:

    • Staying informed about market trends, innovations, and changes in the public procurement industry. This knowledge helps Procurement Managers make informed decisions and adapt their strategies to evolving market conditions.
    • Participate in the research and needs analysis for various departments.

    Process Improvement:

    • Continuously optimizing the procurement process to enhance efficiency, reduce costs, and streamline workflows. This might involve implementing automated procurement monitoring tools and best practices to improve overall procurement operations.
    • Have Oracle or any ERP System background.
    • Systems-driven

    Reporting:

    • Providing regular reports to the Unit Head on procurement activities and their impact on the CDC’s revenue generation and flag any areas requiring management intervention to improve turnaround times.

    Cross-Functional Collaboration:

    • Collaborating with various Business Units within the CDC to align procurement activities with broader organizational objectives and to address various departmental needs.

    Ethical and Legal Compliance:

    • Ensuring that all procurement activities adhere to CDC procurement policy and procedures, public procurement prescripts and ethical standards. This includes promoting fair competition, preventing conflicts of interest, and maintaining transparency in supplier relationships. 

    PERFORMANCE INDICATORS

    •  Performance is monitored regularly by the Supply Chain Unit Head, with reference to Finance Unit Balanced Scorecard and the Finance Performance Chart.

    REQUIREMENTS

    • Relevant degree/diploma (NQF Level 7) in Supply Chain Management, or equivalent;
    • Minimum 10 years in the SCM/Procurement environment of which 5 years should be supervisory / managerial experience in public procurement space;
    • Knowledge of the PFMA, BBBEE Act, PPPFA and Transformation Charters;
    • Strong analytical skills and attention to detail;
    • Self-discipline and high motivation;
    • Personal credibility and professionalism;
    • Good presentation, report writing and communication skills;
    • Stakeholder/client interface experience;
    • An inquisitive (Research capability) and firm character.

    Buyer: Finance – Supply Chain Management - Gqeberha - Permanent - Paterson Grade C1

    RESPONSIBILITIES AND OBLIGATION

    The primary objective of the Buyer is to maintain the acquisition of goods and services of the CDC.  The works includes reviewing requests, source quotations from suppliers, examining prices, assess suitability and availability of items or services, , affirmative buying, value analysis and other objectives. The duties include negotiating deals with suppliers, perform market research, product tests and evaluations and analyze competitors to determine what products are featured in stores and catalogs. The work is performed independently under the supervision of the Senior Buyer.

    In pursuance of this primary objective, the Buyer is required to:

    Essential Functions:

    • Successfully procurement of goods and services for CDC BUs and Programmes for bids below R1 million vat inclusive and make recommendations to the Senior Buyer;
    • Implement and manage quotation processes;
    • Assist BUs in developing and maintaining the Procurement Plans;
    • Ensure that the 3-quote system is fully utilized when procuring from non-preferred service providers;
    • Ensure CSD registered suppliers are selected to obtain quotations;
    • Ensure the selection criteria is implemented;
    • Compile RFQ documentation;
    • Supplier liaison;
    • Form part of the bid evaluations;
    • Follow-up and expedite the procurement requisitions;
    • Purchase Order generation. Create Standard and Planned Purchase Orders in the Oracle System;
    • Manage and control Open Purchase Orders;
    • Developing an effective and accurate system for monitoring purchase orders;
    • Delivering a monthly purchase order report to supervisors that indicates all closed and open orders;
    • Working within the management team to ensure that all deliveries satisfy the assigned orders and report any back ordered or missing products;
    • Assisting the BUs with maintaining inventory levels and materials on a regular basis;
    • Effectively communicating with the BUs to ensure all purchase requisitions are complete and align with Procurement Plans;

    Office administration:

    • Organize, update and retain product information files and purchase order records;
    • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes and work co-operatively and jointly to provide quality seamless customer service;
    • Prepare monthly reports on BBBEE and SMME spending for the organization.
    • Enforce compliance with established SCM measures within prescribed parameters,
    • Promote the relevance of compliance to policies and procedures and the adherence to regulations.

    REQUIREMENTS

    • A Degree/Diploma (NQF Level 7) in Commerce/ Supply Chain or any other related field of study;
    • Minimum two (2) years buying experience within Public Sector;
    • Computer literacy is important (word & excel);
    • Basic negotiation skills;
    • Be honest, reliable and trustworthy;
    • Subscribe to the principle of confidentiality;
    • Be familiar with BBBEE Act, PFMA and PPPFA of 2000;
    • No criminal record;
    • Driver’s license, code EB;
    • Financial administration knowledge;
    • Able to follow Supply Chain Management guidelines for Accounting Officers;
