    Contract Manager x3

    REFERENCE: R&S/COM/SCM/17 

    DEPARTMENTAL MISSION: To lead and manage the provision of SCM contract management services.

    KEY PERFORMANCE AREAS (KPAs):
    To lead provision of consulting services

    • Facilitate contracting between the organisation and service providers.
    • Review proposed ‘changes to standard draft contracts (e.g., terms and conditions).
    • Engage the Legal Department and end users on proposed changes/alterations to the standard contract.
    • Ensure contracts are signed by both the organisation representatives and service providers, representatives and service providers department.
    • Monitor the Business Unit’s contract register to ensure that all contracts are valid and up to date.
    • Engage Group Legal Department on standardisation of contracts, contract templates etc. completion of the works / defects period.

    Provision of consulting services

    • Monitor contracts with respect to spent, duration, breaches, terminations etc.
    • Issue notice of termination letters.
    • Coordinate “lesson learnt" exercises with all the relevant stakeholders for all strategic contracts before contract expiry /completion of the works / defects period.
    • Facilitates dispute resolutions with contractors.
    • Liaises with project managers and contractors on contract progress and performance.
    • Compile contract management reports.

    Management of resources

    • Manage human, physical and financial resources in line with organisational policies, processes and procedures.
    • Ensure safekeeping of sourcing documents.

    KNOWLEDGE: 

    • Contract Management Framework, PFMA, PPPFA, National Treasury Regulations, Instruction Notes and Prescripts SCM prescripts, policies and procedures (SCM Delegation of Authority)

    Supply Chain Management Administrator - 3 positions

    REFERENCE: R&S/SCMA/SCM/19 
    DEPARTMENTAL MISSION:

    To provide administration support services in the Supply Chain Management department.

    KEY PERFORMANCE AREAS (KPAs):
    Render administrative support to the SCM Team

    • Draft letters of appointment for Committee members.
    • Schedule committee meetings.
    • Consolidate documentation required for drafting of contracts such as Terms of Reference, Bid Proposals. Contract Form etc.
    • Prepare tender committee packs.
    • Capture and update tender records and vendor information.
    • Assist with enquiries regarding tender processes and procedures.
    • Check the correctness of tenders to be purchased by prospective bidders.
    • Load contract related data on SAP:
    • Valid and duly signed Contracts.
    • Letters of Acceptance.
    • Sign Contract Checklist.
    • Addendums etc.
    • Generate contract numbers.
    • Facilitate/coordinate:
    • •Vetting of all contracts exceeding R1milllion by the Legal Department.
    • Engagements between contracting parties including contract signing and kick-off meeting between Contractor and the Contract Owner/ Project Manager.
    • Supplier performance reviews (as per SLA).

    Record keeping of SCM documents

    • Maintain electronic and physical departmental records
    • minutes, audit files, etc.
    • contract archives (ancillary documents).

    • Knowledge and understanding of SCM Policies and procedures and processes such as Tender Handling

    Sourcing Specialist - Braamfontein - 3 positions

    REFERENCE: R&S/SUS/SCM/15 

    DEPARTMENTAL MISSION: To coordinate sourcing of goods and services from external suppliers

    KEY PERFORMANCE AREAS (KPAs):

    Coordinate/administer tender processes

    • Prepare Requests for Proposal (RFP) documents.
    • Facilitate:
    • the establishment of Bid Specification and Evaluation Committees..
    • adjudication of tenders (of values within delegation).
    • SCM compliance plan.
    • Conduct formal briefing sessions for RFPs and promote full understanding of the organisation and project requirements by tenderers.
    • Communicate outcomes of tender awards to tenderers.
    • Provides guidance to end user departments on sourcing services.

    Reporting

    • Collect and verify data required for reporting from relevant sources
    • Draft recommendation reports for the Adjudication Committees.
    • Coordinate approval of reports.
    • Ensure adequate filing/archiving of tender documents and the reports.

    Management of resources

    • Manage human, physical and financial resources in line with organisational policies, processes and procedures.
