    Assistant Director: Land and Transport Development, Ref No. TPW 40/2021

    Job Purpose The Department of Transport and Public Works, Western Cape Government has an employment opportunity for a suitably qualified and competent individual to facilitate and coordinate the development of Land Transport Services. This post is based in Cape Town, CBD.

    Minimum Requirements An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher); A minimum of 3 years supervisory experience and planning, transport planning or transport logistics experience.

    Key Performance Areas Assist in the provisioning of integrated public transport services and public transport infrastructure within non-metro municipalities; Assist in providing support and capacitation of non-metro local authorities with regard to the implementation of land transport services; Enable the implementation of NMT and SNP plans and strategies; Facilitate, coordinate and provide project support in order to enable land transport integration; Manage information (data, knowledge, wisdom) by applying tools and techniques to inform decision-making, produce reports, enhance service delivery; Determine and communicate financial requirements to execute assigned deliverables.

    Competencies Knowledge of the following: Public administration; Project management; Monitoring and evaluation methods, tools and techniques; Applicable legislative and regulatory requirements in the development of integrated public transport networks; Business and management principles involved in strategic planning, resource allocation, human resources modelling, leadership techniques, production methods and coordination of people and resources; Written and verbal communication skills.

    Remuneration R 376 596 per annum (Salary Level 9) Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

    Deputy Director: Municipal Support Services, Ref No. CAS 07/2021

    Job Purpose The Department of Cultural Affairs and Sport, Western Cape Government has an exciting opportunity for a competent individual to Manage the Municipal Support Service (MSS) unit, ensuring grants are fairly allocated, correctly distributed and efficiently spend, enhancing public library services in Western Cape. This position is based in Cape Town CBD.

    Minimum Requirements An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher); A minimum of 3-years relevant middle management level experience.

    Recommendation Working experience and knowledge of: Division of Revenue Act; National and Provincial Government budgetary processes; Municipal Accounting systems

    Key Performance Areas Manage the following: Annual calculation Grant funding according to norms and standards; Manage expenditure of MSS unit budget; Establish, manage and coordinate financial monitoring mechanisms; Ensure that expenditure is in line with the budget plan; Monitor and evaluate municipal financial reports; Analyse and report on expenditure trends of municipalities; Supervise, represent and give input on MSS component in library service and Departmental strategic planning; Coordinate preparation and sign off MOA’s consultation with municipalities; Human resource management of the MSS unit.

    Competencies Knowledge of the following: Finance and budget; Human resources; Compilation of management reports; Reporting procedures; Project management; Administrative and Procurement and procedures; Departmental policies; Public Financial Management Act; Retrieval of information from different sources; Policy/objectives formulation. Skills: Conflict resolution; Problem solving; Planning and organising; Report writing; Communication (written and verbal).
