    Senior Manager: Supply chain and Contracts Management - Centurion

    The role of this position is to:

    • To lead, the Supply Chain Department within W&RSETA to support the strategic objectives of W&RSETA as well as to comply with the Public Finance Managing Act (PFMA), this includes all Treasury Regulations; Preferential Procurement Policy Framework Act; overseeing all activities relating to Procurement Committees. 
    • To ensure that all W&RSETA contracts are properly managed, legally sound, do not expose W&RSETA to any unnecessary legal issues and that W&RSETA gets value for money on all its contracts.

    Key Performance Areas will include but not limited to the following:

    • Relationships developed and enhanced to optimally service business needs in accordance with W&RSETA strategic plan and taking cognisance of all stakeholder and legislative requirements
    • Management advised on compliance related issues, guidance provide as per client request and in accordance with developed Standard Operational Procedures (SOPs)
    • SCM strategies developed, compliant and supportive of NSDS and W&RSETA strategic business plan
    • Strategy implementation monitored, measured, reported on, corrective actions recommended and implemented
    • Senior Management advised regarding appropriate action steps to support strategy roll out and complying with PFMA
    • Relevant policies, procedures and systems identified, developed or reviewed and implemented as required in accordance with legislation and best practice.

    • Supply Chain strategy implemented and aligned with W&RSETA strategy and legally compliant e.g., BEE requirements.
    • Contracts are drafted in compliance to the best legal practice and principles in line with all other applicable legislation.
    • Statutory reports compiled and submitted in accordance with legislative requirements, on time, complete and accurate
    • Management reports compiled and submitted in accordance with business requirements
    • Financial control measures developed, implement and monitored, corrective action taken to ensure audit compliance, adhering to good governance principles and the PFMA
    • Oversee the effective running of the supply chain unit to ensure compliance and enhanced service delivery
    • Oversee the effective running of the contracts management unit, ensuring that the legal contracts are vetted, aligned to the TOR, in compliance to laws and regulations
    • Provide support to the contract management process and give guidance where required
    • Provide support to end-user departments to effectively manage their contracts and performance of the service providers
    • Budget developed meets requirements in respect of strategic roll out and set in accordance with PFMA and other guiding legislation
    • Monthly budget monitored, variances identified, reported and rectified as per W&RSETA financial guidelines

    Minimum Qualifications and Experience

    • Minimum Qualification Requirement: Under-graduate qualification in either Commercial Law; Accounting/Finance Management, or Supply Chain Management.
    • Ideal Qualification Requirement: Postgraduate in Commercial Law; Accounting; Accounting or Finance Management; Supply Chain Management Qualification (Degree, Diploma or Certificate) or other related qualification

    Senior Specialist: Research and Innovation - Centurion

    The role of this position is to:

    • The primary role will be to facilitate, efficiently coordinate, and manage all aspects of the SETA's research agenda, research information, research data gathering, and implementation of an innovation strategy.
    • This includes overseeing the SETA’s Research Leadership Chairs and undertaking the research and data collation when supporting the development of a high-quality Sector Skills Plan (SSP), Strategic Plan (SP), Annual Performance Plan (APP), and Provincial Skills Plans (PSP) for the wholesale and retail sector. Additionally, the position entails a significant contribution to supporting the strategic planning processes and ensuring a cohesive alignment with organisational objectives.

    Key Performance Areas will include but not be limited to the following:

    • To facilitate, with efficiency and effectiveness the coordination of all aspects of the SETA’s research, intelligence, and data gathering.
    • To research, design, and support the implementation of an innovation strategy agenda ensuring the utilization of credible stakeholder processes and procedures, across the wholesale and retail sector.
    • To plan a high-quality research process efficiently and effectively in support of the SSP, SP, APP, and PSP for the wholesale and retail sector, ensuring the required inputs, information, and all data are included to deliver on the stakeholder needs and requirements.
    • To conduct SSP workshops, focus group sessions, and employer interviews as part of the research in support of the SSP, SP, and APP update process.
    • To conduct employer interviews to support the development of Occupations in Demand and the verification thereof.
    • To conduct research and determine through the use of quantitative and qualitative research methodologies the ‘Hard-To-Fill- Vacancies’(HTFV) and Sectorial Priority Occupations, compile and submit reports to DHET by the deadline and provide an analysis and the supporting data.
    • To liaise with various SETA business units about research data informing All Strategic plans across the SETA.
    • To develop a Research communication, marketing, and publication strategy for the SETA across the wholesale and retail sectors.
    • To communicate with and provide research feedback to stakeholders on HTFV and Sectorial Priority Occupations.
    • To keep stakeholders and provinces informed and up-to-date on the Organising Framework for Occupations (OFO) and assist with queries.
    • To develop, implement, and monitor the SETA research plan, ensuring optimal return on investment for the SETA and all operations.
    • To conceptualise, design, and implement approved research projects and other related ad hoc projects ensuring optimal value and performance for the SETA.
    • To continuously conduct tracer and impact studies to monitor and track the skills development interventions and return on investment for the sector and when required improve or implement corrections timeously.
    • To provide support in coordinating and aligning research projects with the overall organisational strategy.
    • To collaborate with cross-functional teams to ensure strategic objectives are met through innovative research approaches.
    • To perform a detailed analysis of the wholesale and retail sector to accurately forecast SETA’s needs and requirements in the future and translate these needs and requirements into viable solutions.
    • To ensure knowledge-sharing, documentation of information, and publication of information and research outcomes are up to date with developments in the sector.
    • To ensure optimal exploitation of research opportunities aligned with National imperatives.
    • To ensure a close working relationship between the different divisions across the SETA.

    Supervisor: Financial Accountant - Centurion

    The role of this position is to:

    • Provides financial information to management by researching and analysing accounting data and generating reports

    Key Performance Areas will include but not limited to the following:

    • Implement sound financial management in line with PFMA and any other applicable government policies
    • Prepares asset, liability, and capital account entries by compiling and analysing account information
    • Check, approve and post accounts payable vouchers before effecting payments for discretionary and admin
    • Verify EFT reports against payment group before releasing to cash focus
    • Manage and review payroll data, statutory and other payroll returns for example . South African Revenue Services, South African Reserve Bank
    • Manage the fixed assets additions/disposals and calculate monthly depreciations accurately and process journals; ensure the monthly reconciliation thereof
    • Prepare monthly reconciliations for all balance sheets accounts
    • Assist with the preparation of the annual financial statements of the W&RSETA
    • Ensure weekly bank reconciliations are accurately executed

    • Ensure interest accrued from call accounts is accurately accounted for

    • Sound knowledge of GRAP principles and PFMA
    • Good understanding and interpretation of applicable legislation within the financial environment
    • Experience in dealing with internal and external auditor engagements
    • Excellent knowledge and understanding of financial accounting systems

    Data Administrator - Centurion

    The role of this position is to:

    • Provide sound, effective, and efficient data administration services and support the M&E Business Analyst, whilst maintaining confidentiality, integrity, and compliance to W&RSETA policies and procedures.

    Key Performance Areas will include but not limited to the following:

    • Execute sound administration and recording across data administration services, processes, and procedures.
    • Ensure that a well-organized, up-to-date data system is implemented and maintained.
