  • The mission of the North West Department of Community Safety and Transport Management is to provide effective coordination of crime prevention initiatives, provincial police oversight, traffic management and road safety towards a more secure environment.


     

    Director: District Operations

    REQUIREMENTS :

    • Grade 12 certificate plus a recognised NQF 7 Qualification in Public Administration / Administration / Management or related. Five (5) years of experience at middle/ senior managerial level in Administration. Valid Drivers’ License.
    • Knowledge: Knowledge of Government Communications Regulatory Frameworks. Knowledge of Public Finance Management Act (PFMA). Knowledge of Public Services Act, Public services regulations and frameworks. Ability to conceptualise policy and apply it successfully. Skills: Written and verbal communication skills at a high level (report writing, presentation, etc.).

    DUTIES :

    • Oversee the District by monitoring law and order for all modes of transport through law enforcement services. Oversee monitoring, evaluating and oversight of Police Services. Ensure implementation of partnerships strategy to mobilize role players and stakeholders to strengthen service delivery by Police Service.
    • Ensure implementation of Road Safety within the District. Ensure the provision of Government fleet Services in the District. Managing the provision of Transport Operations.
    • Ensure management and controlling operator licenses and permits. Managing the provision of Corporate Management Services within the District. Facilitation of District development model for the Department. Provide strategic Leadership. Manage key areas of personnel.

    Deputy Director: Crime Prevention Partnerships

    REQUIREMENTS :

    • Grade (12) certificate or equivalent plus three (3) year National Diploma / Degree (NQF level 6/7) as recognised by SAQA in Social Sciences / Community Development. Five (5) years’ relevant work experience within safety and security environment of which three (3) to five (5) of experience in a junior management (Assistant Director) level. Valid Code EB (08) Driver`s License.
    • Knowledge: Knowledge and Understanding of the National Crime Prevention Strategy, Knowledge of the SAPS Act, Knowledge of the Civilian Secretariat Act, Knowledge of Public Service Act and Regulations.     Deputy Director: Road Safety Community Engagement

    REQUIREMENTS :

    • Grade 12 certificate or equivalent, three (3) years Diploma/Degree (NQF Level 6/7 as recognised by SAQA) in Education/ Communication and Marketing/ Social Science. Five (5) years’ relevant working experience within road safety environment. Three (3) to Five (5) years must be at Junior Management level (Assistant Director). A valid driving license.

    • Monitor and evaluate road safety community engagement projects in the Province. Advice communities about the process and regulations of the Road Accident Fund.

    Deputy Director: District Corporate Services

    REQUIREMENTS :

    • Grade 12 Certificate and three (3) year National Diploma/Degree in Human Resource Management / Public Management / Public Administration / Financial Management (NQF level 6/7). Minimum of Five (5) years relevant working experience in Human Resource Management / Financial Management environment coupled with at least three (3) years in a supervisory position (Assistant Director).     Chief Provincial Inspector

    REQUIREMENTS :

    Assistant Director: Transport Planning and Coordination

    REQUIREMENTS :

    • Grade 12 certificate or equivalent plus a three-year National Diploma / Bachelor’s Degree as recognised by SAQA in Transport Management / Transport and Logistics Management/Transport Economics (NQF level 6/7).
    • Three (03) to five (05) years’ experience in Land Transport Planning Processes, Legislation and Policy Development environment of which two (2) years must be at supervisory (salary level 7/8) level in Land Transport Planning, Legislation and transport Policy Development environment. Project Management Course will be an added advantage. A valid Driving Licence. Computer Literacy.

    REQUIREMENTS :

    • Matric (Grade 12) certificate plus appropriate Diploma/Degree (NQF level 6/7) in Safety Management or equivalent qualification. Training in SAMTRAC will be an added advantage. Minimum 3-5 years relevant experience. Two (2) years must be in a supervisory (salary level 7/8) level. A valid driver’s licence.
    • Knowledge: Thorough knowledge of the legislative and regulatory environment informing workplace safety but not limited to: Good knowledge of the Occupational Health and Safety Act, 1993, Labour Relations Act,1995, Basic Conditions of Employment Act,1997, General knowledge of the health and safety environment., PSA Employee Health and Wellness Strategic Framework and its Objectives, Knowledge of COID Act and PFMA.

    REQUIREMENTS :

    • Grade 12 Certificate or equivalent. National Diploma / Bachelor’s Degree (NQF level 6/7) qualification in Public Management / Public Administration / Administration / Industrial Psychology / Human Resource Management as recognised by SAQA Three (3) to five (5) years relevant working experience in Change Management of which two (2) years must be at a Supervisory (salary level 7/8) Level.     Assistant Director: HR Performance Management

    REQUIREMENTS :

    • Grade 12 certificate or equivalent plus 3 years National Diploma/ Degree in Human Resource Management/ Public Administration/ Public Management. Three (3) to five (5) years working experience in the Performance Management and Development System of which two (2) years must be at supervisory (salary level 7/8) level.     • Conduct Quality Assurance of submitted PMDS documents. Provide support and guidance on PMDS in the Department. Facilitate PMDS training in the Department in line with the PMDS policy and regulatory framework.
    • Coordination of Moderation processes. Compile submission for all moderated documents for approval. Implementation of Moderation outcomes on the PERSAL System.
    • Management of Probation in the Department. Develop and maintain a database for submitted PA, Half Yearly and Annual Assessment Documents. Maintain proper record keeping. Manage and develop staff.

    REQUIREMENTS :

    REQUIREMENTS :

    • Matric/Grade 12 or equivalent, three (3) years Degree/National Diploma in Public Management/Public Finance Management, Internal Audit. Three (3) – five (5) years’ experience in NaTIS Motor Vehicle Administration. Valid driving licence.
    • Knowledge: Knowledge and understanding of the National Road Traffic Act 93 of 1996, NaTIS Procedure Manual, Public Finance Management Act, Treasury Regulations and other Public Service related Legislation.

    DUTIES :

    • Render the supervision of services within the registering authority. Manage the registration and licensing of motor vehicles. Manage the collection of revenue for registration and licensing of motor vehicles.
    • Provide supervision over the reconciliation of cash collected/debit cards slips against the performed transitions. Check transactions documents performed by cashiers against the system generated information report (RD323 and RD324).
    • Manage the administration of face value documents and all other application forms used by the registering authority. Ensure compliance to the National Road Traffic Act and Help Desk minimum requirements for sensitive transactions.
