    Key Responsibility Areas: 

    • Ensure alignment of organizational strategies and goals with national and provincial policy frameworks.  Provides visible, supportive and effective leadership to the Accounting Officer, Senior Management team, and Council and advise on policy objectives to ensure clarity of direction and purpose. Develop and implement strategic plans through the formulation of short, medium and long-term service delivery plans.
    • Contribute and maintain registers to support the supply chain management function, including details of all tenders received and awarded, disclosure of sponsorships, inducements, rewards, gifts and favours, awards to close family members and persons in the service of the state within the area of responsibility. Provides management, direction and guidance for all utility projects and oversee the implementation of project plans within the area of responsibility. Support the implementation of financial and performance reporting, including the implementation of the budget and Service Delivery and Budget Implementation Plan (SDBIP).

Support the Accounting Officer to ensure that the budget process relating to the area of responsibility aligns with the related policies of the Integrated Development Plan (IDP) and Service Delivery and Budget Implementation Plan (SDBIP) of the municipality. Analyse and evaluate the performance of service delivery mechanisms (internal and external) and outsourced service agreements against performance targets.
    •  Support and implement clear roles and responsibilities, separation of powers and regular reporting lines for all role players within the area of responsibility to ensure transparency and accountability. Support the Accounting Officer and contribute to the administrative aspects of the process for adopting related policies and By-laws.

    • Bachelor’s Degree (NQF Level 7) in Public Administration or Management Sciences or Law or related and equivalent qualification.     Key Responsibility Areas:

    • Undertakes meter reading control functions, ensuring that all meters are efficiently and effectively read in a logical sequence.
    • Assists with the plans, sequencing and allocation of properties to reading routes, using the computer system.
    • Organises and allocates read routes to Meter Readers for the next day.
    • Manages and controls the allocation and utilisation of motor vehicles and initiates investigations with regard to incidents of injuries and accidents, keeping records in light thereof.
    • Sequence routes on computers.
    • Operates GPS units to locate meters of difficulty. 
    • Obtains accurate monthly readings of bulk meters for Body Corporate, Reservoirs and all Industrial consumption and monitoring irregularities.

    Essential Requirements:

    • Grade 12 (NQF level 4) or equivalent and a certificate in the Financial field.
    • Valid motor vehicle driving license.
    • 3 Years relevant experience.
    • Computer Literacy.

    Preferred Requirements:

    • Diploma (NQF Level 6) or equivalent in the Finance field.
    • 4 Years relevant experience.
