    Senior Professional Officer

    Requirements:

    • Conduct legal research in legal information databases and other electronic sources to support legal advisory work.
    • Provide a legal advisory service across the Energy Directorate.
    • Draft and scrutinize legal documents for the Energy Directorate in collaboration with the Legal Services department.
    • Prepare or assist in the preparation of committee reports.
    • Resolve legal issues related to contracts and projects within the Energy Directorate.

    DIRECTORATE : WATER AND SANITATION

    Requirements:

    • First Degree/BTech in Civil Engineering.
    • Registered as a Professional or Candidate Engineer/Technologist with ECSA (Engineering Council of South Africa).
    • Minimum 5 years' relevant experience.
    • A valid Code EB driver’s license.

    Key Performance Areas:

    • Analyze the Bulk Water conveyance system and advise the Storage and Conveyance Specialist on integrated operations required for managing water supply to the city.
    • Provide civil engineering guidance and support to the Operations section on the operation, repair, maintenance, refurbishment, and upgrade of Bulk Water storage and conveyance assets.

    Principal Professional Officer Ref: WS 73/24

    Requirements:

    • B.Sc. or B.Tech in Hydrogeology, Earth Sciences, or a relevant field.
    • Professional Registration with SACNASP (South African Council for Natural Scientific Professions).
    • A minimum of 8 years’ relevant experience in the development and operation of groundwater schemes for bulk water supply.
    • Computer literacy.
    • Experience with groundwater modelling software will be an advantage.
    • Postgraduate qualifications in a relevant field will be an advantage.

    Key Performance Areas:

    • Apply knowledge of fundamental geology to understand how rock types and structures in an area impact groundwater occurrence and movement.
    • Understand and interpret maps, geographical data, historical evidence, and models to build a comprehensive picture of the groundwater regime and/or land contamination.
    • Develop conceptual site models of groundwater/surface water interactions and contamination.
    • Develop Guidelines for Assessment, Planning, and Management of groundwater at a catchment level to support planning decisions and objectives.
    • Develop strategies and tools for the conjunctive use and management of surface water and groundwater at the catchment level, collaborating with internal and external stakeholders.
    • Evaluate Strategic Water Resource Management challenges and provide a Resource Management Decision Support Service.
    • Prepare specifications, contract administration, commission work, and manage the performance of contractors.
    • Draft letters and reports to resolve queries or problems.
    • Evaluate development applications.
    • Respond to enquiries and requests for services from clients.

    Principal Technician

    Requirements:

    • Relevant National Diploma in Engineering.
    • Compulsory registration as a Pr Tech Eng.
    • Computer Literacy: Proficiency in MS Office.
    • Minimum of 8 years’ relevant experience post-registration.
    • Experience in an industrial working environment, including waste water plants, sewer pump stations, and bulk water plants.
    • Exposure to high noise levels, methane, H2S, and chlorine gases; required to wear appropriate PPE (safety boots, overall, hard hats, hearing protection, gloves).
    • Physically fit and able to inspect industrial plants, including climbing ladders and tanks.
    • Valid Driver’s Licence.
    • Knowledge of local authority legislation, regulations, and policies.
    • Willingness to work after hours to meet project deadlines.

    Key Performance Areas:

    • Improve the reliability of equipment and optimize maintenance costs.
    • Ensure optimum utilization of maintenance resources and staff safety.
    • Keep the Fixed Asset Register up to date, ensuring the Water Services items on the Financial Asset Register are accurately valued for depreciation.
    • Identify and analyze information to improve the performance of plant and equipment.
    • Keep Plant and Maintenance Managers informed about maintenance performance, cost, and underperforming equipment in terms of cost and failure rates.
    • Ensure records are maintained, requests/instructions followed, and equipment and materials are procured on time.

    Requirements:

    • National Diploma in Mechanical Engineering.
    • Two to three years’ experience in providing technical support.
    • Valid EB (08) Driver’s Licence.
    • Knowledge of relevant legislation, regulations, and policies, including MFMA, OSHACT, ISO 55001, ISO 9001, etc.
    • Willingness to work after hours when required.

    Key Performance Areas:

    • Provide technical support to ensure programme implementation according to specifications and that personnel are trained to utilize systems effectively.
    • Ensure adherence to standards, the implementation of maintenance projects, accurate record keeping, and cost control systems in the service branch.

    • Ensure that Engineering Equipment and processes related to potable water and waste water treatment are maintained and upgraded to ensure continuous supply and compliance with legal requirements.
    • List critical spare parts and inform the Maintenance team to reduce equipment downtime for both planned and unplanned repairs.
    • Conduct root cause analyses for frequently failing equipment and compile technical reports.
    • Perform condition-based maintenance (CBM) on critical assets and compile reports.
    • Comply with COCT policies to meet client requirements within the institutional policies, standards, and arrangements.
